ChatGPT Ads Need Clear Measurement Rules

ChatGPT ads are evolving from displayed placements into guided buying conversations. On 30 September 2026, OpenAI introduced new ad formats and measurement capabilities. For enterprises, this creates not only another media channel but a new interface between recommendations, transactions and personal signals.

OpenAI describes a format in which users can ask questions about an advertised product within ChatGPT and the advertiser can respond inside the ad area. Paid content is intended to remain clearly labelled and visually separated from the main ChatGPT answer. According to OpenAI, ads do not influence those answers.

Google is moving in a similar direction in Search. Ads can appear in AI Overviews, and Google is also testing ads in AI Mode. Both providers are moving advertising closer to the moment when users structure a complex question and compare options. The traditional “ad click” metric captures only part of this decision path.

New measurement creates new control questions

OpenAI plans to show advertisers whether campaigns cause incremental revenue or visits. The company refers to incrementality tests and privacy-oriented matching with transaction data. Better measurement is useful, but it requires clear decisions before data is connected:

  • Objective: Are you optimising reach, qualified advice, purchases or demonstrably incremental revenue?
  • Data: Which CRM, commerce or transaction data will be used for measurement and attribution?
  • Consent: Which legal basis and user information apply to the matching process?
  • Separation: How will paid placement, organic answers and advertiser responses remain distinguishable?
  • Budget: Which cost per incremental conversion justifies scaling?

The EU Digital Services Act requires platforms, among other duties, to make advertising identifiable, name the party on whose behalf it is displayed and disclose important delivery parameters. Enterprises should not leave this transparency solely to the platform; it belongs in the campaign brief, approval process and archive.

A pilot needs more than media spend

Do not start with a large budget. Start with one clearly defined product, a comparison group and an agreed success calculation. Marketing owns the message and audience. Privacy reviews data matching and notices. Finance assesses incremental contribution margin rather than platform clicks. Legal and brand governance review labelling and advertiser responses.

The decisive question is not whether an ad inside an AI answer attracts strong engagement. It is whether your organisation can demonstrate which additional business value was created, which data enabled the measurement and where the paid recommendation ends.
